Mandate Objectives
The City of Laval entrusted Vortex Solution with the complete design, development, and deployment of its new municipal website as part of an ambitious digital transformation. The goal was to deliver a modern, intuitive, accessible platform entirely focused on the needs of citizens.
The project included the integration of several tools from the municipal module suite developed by Vortex, including:
- the Event Module for easy management of municipal activities,
- the Interactive Map Module with advanced geolocation,
- the Citizen Alert Module for quick dissemination of urgent information,
- and the Accessibility Module, designed to exceed WCAG standards.
The site also integrates:
- and full SEO optimization based on best practices to maximize visibility on search engines from day one.

- the byscuit.com consent management module, ensuring compliance with Quebec’s Law 25,
Challenge
- Large content volume: structuring, streamlining, and migrating a high number of pages and documents while respecting the new information architecture.
- Launch preparation: coordination of a complex deployment, including an advanced redirection plan to preserve SEO and ensure a seamless post-launch user experience.
- Advanced Findstr.com configuration: custom adaptation of the search engine to support geolocated content, multiple municipal content types, and custom filters.
- Content geolocation: integration of geolocation features across the platform to help users find nearby services and events.
- Full accessibility compliance: strict adherence to WCAG 2.1 standards, including keyboard navigation, screen reader compatibility, color contrast, and logical content structure.
- Interoperability: integration with external municipal systems (e.g., document management, calendars, internal tools).
- Change management: support for the City’s internal teams during the transition to a new digital environment through workshops, training, and ongoing assistance.
Results
The new City of Laval website has become a provincial benchmark in digital municipal platforms. Fully accessible, secure, eco-responsible, locally hosted, and SEO-optimized, it delivers a clear, effective, and inclusive experience for all users.

International Recognition for laval.ca
We are proud to highlight that the redesign of laval.ca, delivered in collaboration with the City of Laval, has received a Merit Award at the 2026 Gold Quill Awards presented by the International Association of Business Communicators (IABC) in the Digital Communication category.
This international distinction recognizes excellence in a project designed to put citizens at the center of the digital experience. Serving more than 460,000 residents, the new portal was completely reimagined to provide a more intuitive, accessible, and efficient online experience.
The project was recognized for several key achievements, including:
